Re: Protect Freedom PAC’s Targeted Support for Republican Liberty-Minded Candidates in Kentucky and Beyond During the 2026 Cycle

$1 Million for Kentucky

A statewide effort for dozens of Republican candidates, from Congress to the county courthouse. The largest outside effort anyone has made for Kentucky state and congressional candidates.

The Bottom Line

-----------------------------------------------------------------------------------------------------------------------------------------------------

Senator Rand Paul asked us to form Protect Freedom PAC in 2017 for one job: elect Republicans who will actually defend liberty, limited government, and fiscal responsibility. We don’t spray money around. We pick the races where we can move votes, work with aligned organizations so donors aren’t paying twice for the same thing, and hit hard where it counts. 2026 is a tough environment for Republicans. We have kept the same disciplined, high-return model, investing millions this cycle across broadcast TV, streaming (OTT/CTV), YouTube and digital, mail, texts, robocalls, data, and door-to-door. That includes $1 million in Kentucky alone.

Why Kentucky Matters

-----------------------------------------------------------------------------------------------------------------------------------------------------

Kentucky has long been a foundation for the national liberty movement. You keep it that way by building the bench from Congress all the way down to the county courthouse, not just at the top of the ticket. This is about more than the liberty movement. Rand has always put Kentucky first, and he wants a strong Kentucky GOP that delivers for the people of this state.

Our goals in Kentucky are straightforward:

  • Protect and strengthen Republican majorities at every level of the ballot.
  • Advance liberty priorities like school choice, lower taxes, and less government.
  • Build a farm team of liberty-minded Republicans: local candidates who too often get no outside help at all.

What We Did in Kentucky

-----------------------------------------------------------------------------------------------------------------------------------------------------

Our $1 million Kentucky program was a statewide effort, the largest outside effort anyone has made for

Kentucky state and congressional candidates. We supported dozens of Kentucky Republicans up and

down the ballot. Below are some examples and our top targets:

  • KY-06: Dr. Ralph Alvarado. The open, competitive KY-06 seat is our biggest Kentucky investment,

about $400,000 in connected TV and YouTube. Rand, a doctor, makes the case on camera for Dr.

Alvarado, a physician who will fight Washington mandates and cut waste. Production ads round out

        the program.

  • Statewide turnout push. $200,000 in Rand-to-camera YouTube and streaming ads to get

Republicans to the polls across the state.

  • State and local races. Candidates like Sen. Lindsey Tichenor (SD-06), Tanner Hesterberg (HD-95),

Marianne Proctor (HD-60), Boone County Judge-Executive Chet Hand, and Daviess County Judge-

Executive Charlie Castlen each got a dedicated Rand-to-camera streaming and YouTube program

($35,000 per candidate), backed by mail, texts, and calls. They are a few examples of the many state

and local Republicans we supported this cycle.

  • Northern Kentucky and the 3rd District. Targeted Republican turnout in Boone, Kenton, Campbell,

Carroll, Owen, and Gallatin counties, plus a GOP turnout program in the 3rd District.

  • Doors. Kentucky is one of three states in our 100,000-door ground program.

How We Did It

  • Data first. We built tight swing and hard-Republican turnout universes so every piece of mail, text,

and ad goes to a household that matters. In Kentucky we deliberately pushed those universes wider.

  • The right messenger. We put Rand Paul on camera because he is popular with both Republicans and

swing voters. Production spots round it out.

  • Ads people can’t skip. We cut ads to 30 seconds to buy non-skippable YouTube inventory, so the

        message actually gets seen.

  • Mail, texts, and phones. High-impact direct mail that cuts through the clutter, plus texting and

        robocalls for persuasion and GOTV.

  • TV and streaming. Broadcast TV, OTT/CTV, and complementary digital creative to reinforce it all.

Where We Went Beyond Kentucky

-----------------------------------------------------------------------------------------------------------------------------------------------------

Nationally, we put resources into races that decide Republican control of the Senate and House, and

into the governor’s race in Iowa:

  • Kansas Senate: Sen. Roger Marshall. A doctor who stood up to Fauci and wants to cut foreign aid so

Kansas families keep more of what they earn.

  • New Hampshire Senate: John Sununu. An independent voice for spending discipline and liberty in

        New Hampshire’s open Senate seat.

  • Iowa Governor: Zach Lahn. Cut waste, protect family farms, and keep federal mandates out of Iowa.
  • PA-10: Rep. Scott Perry. One of the few willing to vote no on bloated bills that put foreign aid first

         and the Constitution last.

Fall highlights: $2 million in Senate race GOTV, with ads featuring Rand Paul on camera alongside

production ads, and 100,000 doors knocked across New Hampshire, Kentucky, and Pennsylvania. Same

playbook as Kentucky: proven TV, OTT, and CTV, plus digital, precision mail, texts, robocalls, and data-

driven targeting. Methods refined over nearly a decade that maximize every dollar and avoid the waste

of blanket spending.

By the Numbers

-----------------------------------------------------------------------------------------------------------------------------------------------------

  • Millions invested this cycle in independent expenditures and related media
  • $1 million statewide in Kentucky for state and congressional candidates, the largest outside effort

        anyone has made there

  • $2 million in Senate race GOTV, with Rand Paul on camera
  • 100,000 doors knocked in New Hampshire, Kentucky, and Pennsylvania
  • Hundreds of thousands of dollars in data, texting, direct mail, and robocalls
  • Dozens of Kentucky candidates supported, from Congress to the county courthouse

Looking Ahead to November 3

-----------------------------------------------------------------------------------------------------------------------------------------------------

We concentrate resources where they move votes, not spread them thin. That is how we have operated

since 2017, and it is why we put $1 million behind Kentucky Republicans statewide this year.

Protect Freedom PAC remains the reliable vehicle for donors who want their investment to elect

Republicans who will actually defend constitutional principles. Thank you for the partnership that has

powered this work. We look forward to the results on November 3.

Protect Freedom PAC was founded for the purpose of supporting pro-freedom and liberty-minded candidates using the tactics, technology, and strategy that best fits each race individually. Since 2018, Protect Freedom PAC has made expenditures totaling approximately $26 million. The organization was founded by seasoned political operatives with decades of national campaign experience, which includes a team of veterans of the Donald Trump, Ron Paul, and Rand Paul campaigns for President.
